The Common Market for Eastern and Southern Africa (COMESA) has applied for financing from the African Development Bank (the Bank) toward the cost of the Capacity Building Program for Infrastructure Statistics in Transition States and intends to apply part of the agreed amount for this grant to payments under the contract for the recruitment and retention of a Programme Coordinator.
The objective of the Programme is “to improve the coverage of gender and infrastructure statistics in Transition States, mainly in the power and transport sectors”. It will support National Statistical Offices (NSOs) and infrastructure line ministries including ministries responsible for gender, and power and transport institutions by building capacity in gender responsive infrastructure data collection, validation, and dissemination. This project will deliver improved institutional, and human capacity for the generation of reliable and timely gender-responsive infrastructure statistics. It will also improve the Bank’s capacity in delivering on the High 5 “Power and Light up Africa” and “Integrate Africa”, and “Improve the quality of life of people of Africa”.
The project implementation and programme contract period is twenty four months and will be structured into the following components:
- Component 1: Capacity Building and Training
- Component 2: Development of Standardized Tools, Data collection, validation, processing and management
- Component 3: Knowledge Products generation
- Component 4: Project Management.
The overall services to be provided by the Programme Co-ordinator under this project is to oversee all aspects of the program i.e. technical, administrative, financial and procurement functions and provide guidance to the COMESA Secretariat as Executing Agency for the Program.
